Withheld (or 'No Caller ID') calls in the UK are those where the originator has set the Presentation Restriction flag — instructing your network not to display the calling number on your screen. The CLI is still passed across the network for billing and trace purposes, just not shown to you. This guide explains your options: reading the last withheld number, blocking all future withheld calls, and requesting a Malicious Call Trace if the calls become harassing.
What 'withheld' actually means
Every call carries a CLI under Ofcom's CLI rules. When the caller dials 141 before the number (or has Presentation Restriction permanently set on their line), the network passes a flag instructing receiving systems to suppress the CLI from the display. The underlying number is still recorded by both networks for billing, regulation and lawful-interception purposes.
Reading the last withheld number — 1471
On most UK landlines, dialling 1471 plays back the number that last called you, the time of the call, and offers to return the call. There's an important catch:
- If the caller withheld their number, 1471 will tell you 'we don't have the caller's number'. It doesn't unmask it.
- If the caller didn't withhold, you get the digits — useful if you missed the call by a few seconds.
- 1471 is free from BT, Sky and most UK landline providers.
- Mobile equivalent: open your call log — most UK handsets show 'Withheld' or 'No Caller ID' for withheld calls.
Blocking all withheld calls — Anonymous Call Rejection
Most UK telcos offer Anonymous Call Rejection (ACR) — when enabled, withheld calls are intercepted before they ring your phone and the caller hears a 'this number does not accept anonymous calls' message. Free or low-cost on most providers.

Anonymous Call Rejection is the cleanest defence against persistent withheld nuisance calls. Once enabled, every withheld call is intercepted before it ever rings your phone and the caller hears a brief message explaining that anonymous calls are not accepted.
Mobile-network call screening
Every major UK mobile network now offers free network-level filtering, separate from the device-level controls above:
- EE — Scam Shield (My EE app → Tools & Help)
- O2 — Call Defence (My O2 app → Settings)
- Vodafone — Call Protect (My Vodafone app)
- Three — network call filter (Three app → Account → Block calls)

Persistent withheld harassment — Malicious Call Trace
If withheld calls become repeated, threatening or otherwise harassing, you have the legal right to request a Malicious Call Trace (MCT) from your network operator. The network retains the CLI of every call placed to your line, including withheld ones, and can release it to the police on request.
Keep a log
Date, approximate time, and any content of each call. The clearer the pattern, the easier for police and network to investigate.
Contact your network operator
BT, EE, O2, Vodafone, Three, Sky and TalkTalk all have a Malicious Communications team. Ask for a MCT to be opened on your line. Free.
Report to police on 101
If the calls are threatening, this is a criminal matter under the Malicious Communications Act 1988. Dial 101 (free) to open a report.
If immediately threatened, dial 999
Withheld threats of violence or self-harm escalate to 999 emergency. The network will release the CLI to police on judicial authority.
Common withheld-call scams
- Bank fraud impersonation — 'we have detected suspicious activity' from a withheld CLI is a near-certain scam. See bank scam calls UK and dial 159.

- Wangiri callback — withheld one-ring calls trying to provoke a callback. Don't dial back.
- Silent calls — automated diallers from non-compliant call-centres. Report to Ofcom — Ofcom can fine the originator up to £2m.
Bottom line
Withheld CLI is a privacy feature with legitimate uses, but unsolicited withheld calls about money, accounts or threats are almost always scams. 1572 turns on Anonymous Call Rejection on most UK landlines for free. iOS Silence Unknown and Android Call Screen do the same on mobile. For persistent harassment, ask your network for a Malicious Call Trace and report on 101.
