UK telephone exchanges — is yours closing?

The UK’s analogue phone network (PSTN) shuts down on 31 January 2027, and Openreach has already stopped selling copper products at 1,352 “FTTP priority” exchanges (most recent restriction: 14 February 2026). What “stop sell” actually means for your phone line

When an exchange reaches roughly 75% full-fibre coverage, Openreach declares it an FTTP priority exchange: from the listed date, premises that can get full fibre can no longer order new copper-based products (analogue phone lines, FTTC broadband, and so on). Existing services keep working — stop sell restricts new supply, not what you already have.

Separately, a national stop-sell of Wholesale Line Rental products has applied at every UK exchange since 5 September 2023, because the underlying analogue network (the PSTN) is being retired on 31 January 2027. After that date, landline calls run as Digital Voice — voice over your broadband connection. Your phone number stays the same; area codes and the Ofcom range-holder system are unaffected by the switch-off.

If your exchange appears on this list, expect your provider to contact you about moving to a fibre or digital-voice product; if you rely on a care alarm, telecare device or a monitored burglar alarm that plugs into the phone socket, tell your provider before the migration.

FAQs about exchange closures and the PSTN switch-off

Is my telephone exchange closing down?

The buildings aren't closing yet — what's ending is the analogue (PSTN) service they carry, nationally on 31 January 2027. If your exchange is on the stop-sell list above, new copper orders are already restricted there and providers are actively migrating customers to fibre and digital voice. Openreach has separately consulted on physically exiting the majority of its ~5,600 exchange buildings through the 2030s.

Will my phone number change when the PSTN switches off?

No. Numbers, area codes and Ofcom range-holder allocations are unaffected. Your landline number simply moves from the analogue network to a digital-voice service delivered over broadband.

What happens if I do nothing before 31 January 2027?

Your provider must migrate you before the switch-off; most contact customers well in advance. If you have telecare alarms, lift lines or other devices plugged into a phone socket, tell your provider early — these need testing on the digital service.

Why isn't my exchange on this list?

This list covers FTTP priority exchanges, where full-fibre coverage passed ~75% and copper stop-sell was applied early. Exchanges not listed are still covered by the national WLR stop-sell (since September 2023) and the same 2027 PSTN switch-off.
